These people will represent you and guide PSE Credit Union into the future. Read through the candidates’ bios below so that you can make an informed decision. Felisa J. Washington

  • Credit Union Background: OFCCU Credit Union Member for 30+ years. Served as Supervisory Audit Committee for 6 years, Board Member for 1 year. Currently serving on PSE Credit Union Board of Directors since 2022 prior to the OFCCU merger in March 2023.
  • Experience: Bachelor of Arts—Psychology—Cleveland State University. Worked as a Collector at Allied & Associates from 1974 – 1979. Worked as a Secretary at Edward R. Flynn Co., from 1979 – 1986. Then worked at the United States Postal Service as a clerk and several other positions for 33 years.
  • Organizations: Served on the American Postal Workers Union (Labor Union-Shop Steward, Editor, Assistant Clerk Craft Director) from 2013 – 2021. Currently serving on the Wickliffe Senior Center Board of Directors—Secretary since January 2024.

David W. Toetz

  • Credit Union Background: Credit Union Member for 55 years. Currently serving on PSE Credit Union Board of Directors since 2012. Served as Board Chairperson for 3 years and was on the Executive Committee for 5 years. Previously served as a Board Member on the PSE CUSO in the late 1980s-1990s.
  • Experience: Attended Baldwin Wallace College and received B.S. in 1974. Graduated from the Cleveland-Marshall College of Law in 1983 with Juris Doctorate (JD). Admitted to the Ohio Bar in 1983, Pennsylvania Bar in 1993. Worked as Park Ranger (now Park Police) for the Cleveland Metroparks and left there as a Sgt.-Detective. Worked as an Assistant then Chief Criminal Prosecuting Attorney for the City of Parma. Co-Owner of Independence Capital Co., Inc. registered broker-dealer and registered investment advisory firm headquartered in Parma.
  • Organizations: Member Ohio and Parma Bar Association. Inducted into Parma Schools Hall of Fame in 1995.

Robert Vasil

  • Credit Union Background: Credit Union Member for 56 years. Currently serving on the PSE Board of Directors for the past 44 years. Served as Chairman of the Board and Executive Committee many terms. Most recently served as Chairman of the Board in 2020, 2021, and 2022. On the Executive Committee the last 5 years, 2020 to the present. Has served almost continuously on the Employee Relations and Compensation Committee. Served as Chairman of the Ad Hoc Committee that planned, developed and supervised the PSE Main Office building.
  • Experience: BS Ed. in Education at the Ohio University, M Ed. Masters of Educational School Counseling licensed in Secondary School Administration at Kent State. 38 year career in public education: 1 year in Cleveland, 37 years in Parma Public Schools with the last 20 in Secondary School Administration.
  • Organizations: Served a combined 3 year term as President of the Parma Education Association. Served 2 terms as President of the Parma Association of School Administrators. Currently serving as Chairperson of the Oasis Memoirs Group.

Michael Moore

  • Credit Union Background: Credit Union Member for 5 years. Currently serving as an Associate Director since 2023.
  • Experience: Partner and Vice-President of USI Insurance Services (2017 – Present). Owner and Manager of Premier CNO (2014 – 2016). Graduated West Virginia University, Masters of Science in Industrial Relations (2012).
  • Organizations: Member of: USI Gives Back, Ohio Oil and Gas Association, Association for Corporate Growth – Cleveland, Ohio Trucking Association.

Thomas Newbould

  • Credit Union Background: Credit Union Member for 45 years.
  • Experience: M.B.A. Accounting/Business. Currently working as a Lead at W. Capra.
  • Organizations: None.

Rubert Lee Littler II

  • Credit Union Background: Credit Union Member for 24 years.
  • Experience: B.B.A. Accounting. Currently working as Finance Director—Special Projects at CENVEO Worldwide Limited (2000 – present).
  • Organizations: None.

Sharon Hatcher

  • Credit Union Background: Prior to the merger—an OFCCU member for 30 years.
  • Experience: Attended college and studied Executive Leadership. Other training includes Certified Facility Manager for International Facility Management Association. Served as the Director of Contracted Services at Cape Fear Community College from 2015 – 2017. Worked as the Assistant Director of Housekeeping at Virginia Tech from 2018 – 2019. Currently working as Principal/Consultant for Best Kept Buildings & Asset Management, LLC.
  • Organizations: Currently serves as a Board Advisor for Women in Transitional Situations (2016 – present).

La Toya M. Russell

  • Credit Union Background: Community United Credit Union Member for 5 years until they merged into PSE Credit Union. Served on the Board of Directors at Community United Credit Union from 2019 – 2023. PSE Credit Union Member for 1.5 years.
  • Experience: B.S. State University of New York, University of Albany with major in Computer Science and Applied Mathematics. M.B.A. from Cleveland State University with concentration in Marketing and D.B.A. from Cleveland State University—Marketing with a specialization in Global Business. Served as an Adjunct Professor at Cleveland State University and Kent State University. Served as an Assistant Professor of Marketing at Ashland University and currently at John Carroll University. Also is a Software Developer and Certified Project Manager.
  • Organizations: Currently serves on the Board of Directors for I’m in Transition (2022 – present), Member of the Junior League of Cleveland (2022 – present), Member of the Project Management Institute (2008 – present), member of the Project Management Institute—Northeast Ohio Chapter (2008 – present).

Joseph P. Klucho

  • Credit Union Background: OFCCU Member for 15 years and PSE Credit Union Member for 15 years.
  • Experience: B.B.A. Accounting. 37 years working for the U.S. Postal Service, served as the Postmaster for Chardon, Ohio for 13 years, currently Retired. Have taken many Parliamentary Procedures Classes and U.S. Postal Service Management Classes.
  • Organizations: Currently serving on the Cleveland Clinic Foundation as a volunteer for the past 15 years. Currently serving as the Parliamentarian for the National Active and Retired Federal Employees Ohio Federation for the past 13 years. Currently serving as the Notary Public for the Secretary of State of Ohio for the past 30 years.

Anthony Adipietro

  • Credit Union Background: Credit Union Member for 10 years.
  • Experience: Attended college for Accounting/Business. Worked as a Financial Advisor at Morgan Stanley (2004 – 2005), worked as Tire Manager Call Center for Conrad’s (2006 – 2011), worked as the HR Director at Yorktown Automotive (2012 – 2020) and worked as a Branch Manager at Hospitality Staffing Solutions (2021 – 2024.) Currently retired.
